The Copyright Tech Lobby in Canada

Abstract

Background: Lobbying has long been recognized as a corrupting influence on copyright law. This article examines Canadian copyright lobbying, from Confederation to the rise of Big Tech, and its impact on civil society and user rights. Analysis: Drawing on historical research, interviews, and an analysis of the Registry of Lobbyists, this article 1) describes copyright lobbying and copyright tech lobbying in Canada, and 2) examines the relationship between the copyright tech lobby and Canadian civil society groups advocating stronger user rights. Conclusions and implications: Stronger support for and prioritization of civil society groups during consultation processes are important.
