On Properties of Locally Optimal Multiple Description Scalar Quantizers with Convex Cells
Abstract
It is known that the generalized Lloyd method is applicable to locally optimal multiple description scalar quantizer (MDSQ) design. However, it remains unsettled when the resulting MDSQ is also globally optimal.
