Thomas Marois is Professor of Political Economy in McMaster University’s Department of Political Science and Tier 1 Canada Research Chair in Public Banking for Sustainability, Inclusion, and Prosperity. A leading global scholar of public banks, he directs the Public Banking Project and advances pro-public finance for climate-aligned and socially-just development. He is a Professorial Research Associate at the Centre for Sustainable Finance, SOAS University of London, a Fellow of the Transnational Institute, Amsterdam, Associate Director of the Municipal Services Project, Queen’s University.
Author of the award-winning book Public Banks: Decarbonisation, Definancialisation, and Democratisation (Cambridge University Press, 2021), Marois has since co-edited three books on topics of Public Banks, Public Water, and Public Purpose (Routledge 2023; 2025; 2026). He has advised United Nations and multilateral agencies (UNCTAD; UN-DESA; OECD) and sat on the 2026 G7 French Presidency T7 Task Force. Marois has advised policymakers across Canada, the USA, and UK and more widely across the global North and South. He works closely with the Finance in Common Summit and the FiCS Global Research Network on Public Development Banks, hosting the research stream ‘PDB Academic’ and the Emerging Scholar Public Development Banks Paper Award (with the French Development Agency).
