Understanding Development Governance: Concepts, Institutions, and Processes

Abstract

This chapter describes the framework of "development governance" by conjoining the architecture of governance to the development management paradigm. The dominant development paradigm until the end of the 1960s was influenced by Western thinking of the role of state and approaches to development. Development is "the movement upward of the entire social system" including in its fold non-economic components directly relevant to society. Development governance is also about linking various institutions, instruments, actors, and transactions relevant to development for the explicit purpose of meeting the common needs of society and bringing about stable livelihood for its citizens. Social capital has become a catch phrase in development discourse. The development governance have been tied to the concept, and it is perceived to be a crucial element in fostering participation in communities and in empowering individuals to achieve their social, political, and economic goals. Cultivated through processes of socialization and training, harmonious organizational relationships enable the meeting of agency goals for efficiency.
