  • The experience of citizens’ participation in the governance of the health and social services system in Quebec has been marked by numerous upheavals resulting from various reforms initiated over the last four decades. The participatory structures at the local, regional and provincial levels have until now appeared to favour information exchange, and even confrontation, over the reconciliation of interests and the appropriation of services by the population. Although within the Quebec system, there is a desire to maintain, promote and renew public participation, citizens and users still have little influence over major decisions affecting the health and social services system.
